WORK SOUND OF THE CHIMNEY.

The chimney located on the bar Canada is again in operation since 1 October last year and so far it is still noisy.
expertise was conducted on April 23 last by Mr. Bruno Pujes, Acoustics Engineer and expert in the courts of Paris, which gave us reason on noise produced by the fireplace.
Our Association had received the complaint of 20 households or 67 people inconvenienced by the noise and we had filed a complaint with the Tribunal de Grande Instance de Fontainebleau February 16, 2209. This complaint is upheld to date until we get satisfaction ...
We are now in a position to inform you that the DPO has committed to work up to standard with the deadline on December 11 next.
Mr. Videau, Director of the DPO, we communicated the details of the company in charge of this mission and confirmed with a commitment to meeting deadlines.
Thus it will be a nice New Year gift to the residents of this neighborhood, even if some still refuse to believe in Santa Claus!

REVIEW OF ANNUAL GENERAL MEETING OF OUR ASSOCIATION.

Assembly General Meeting of our Association was held as scheduled on October 22 last 20h in the Black Eagle Hotel Fontainebleau.
We were able to raise half of the number of our members and the decisions were taken by a majority of members present as provided in Article 10 of the Articles of Association.
After a brief reminder of the objectives of our association, we could make a positive assessment of this year 2009.
Indeed to date, we are about to succeed on two cases to the bars of the Pheasant, namely: Ecole "Le Roseau" and the Chimney Bar Canada.
We were pleased to learn not to renew the lease for the school, which will leave at the end of this school year in June 2010 because we are still convinced that these buildings are not adapted to receive a settlement school. However, we still battalions with local authorities for the fence of the courtyard of the school be moved to prevent children playing under the balconies and risk falling objects.
As for the fireplace, the DPO of Fontainebleau is committed to carry out upgrading work to be completed next December 11.
We have also acted on other cases to avoid nuisance to residents, such as parking staggered rue Carnot with the expansion of the breeding zones and the opening of its seats with Franprix delivery.
We now continue our work to monitor the issue of rehabilitation of the Pheasant and bars also plan to intervene on many topics such as:
- Public lighting district
- Burial networks
- The incivility of some residents (Filing of bulky foot bars, trash left behind on the highway ...)
- Security pedestrians and bicyclists throughout the neighborhood
- Parking and traffic systems
- Frequency of garbage collection
- Station Road opposite the International College.
After explaining our financial situation, Discharge was unanimously given to our Treasurer for the year 2010.
Renewal of Officers and Board of Directors was unanimously voted, and we are pleased to welcome to our team, Pierre Godbillon who will serve as Assistant Secretary.
We thank all our members who have trusted us for this year and want to increase the number of membership next year by expanding our scope of action ...

FRANPRIX STREET OPENING OF FRANCE

The opening of the store "Franprix" Rue de France, which was announced for the month of September, should be done by next October because of weak Advanced work.
In addition, any opening of such schools being subject to a security commission, this visit will be October 5, 2009 and the store will open its doors to the public after a favorable opinion of the commission.
We remain vigilant on the issue of supplies and in particular the difficulty of access for small vans St Merry. We also contacted the sales manager of this store and local officials to warn them about the nuisance of traffic and noise that the residents would know.
They wanted reassurance on this point and want above all to best meet the needs of residents in this neighborhood.

WORK SOUND OF THE CHIMNEY.

The findings of the expert showed off a nuisance noise standards and they were also able to determine the origin of the noise.
Thus, it is not the flue but the burners located at its base in the boiler, which are the cause of this nuisance.
Mr. Videau we promised the work in early October, which will involve the installation of silencers on the burners. The club
be heated before October 1 next, so we should experience some nuisance for a couple of days to get satisfaction ...

Why Do Guys Give Hickies

PARTIAL SALE OF THE BARS Faisanderie.

Since last June, we had no new information on the rehabilitation plan bars the Pheasant and like most Bellifontains, our association has found the proposed sale of part of area newspapers (Republic of Seine and the Marne 09/14/2009) ...
However, having attended the inauguration of the exhibition on the architectural space to Comair Guerin Street, we were able to speak with Mr. Videau Director of the DPO of Fontainebleau. This has confirmed the remarks in the press and briefly explained his plan to resell.
He would therefore keep the bar "Canada" in front of the college, for housing developments for persons with disabilities as a foster home and to relocate the inhabitants of the bar "Belgium" which is opposite Course Branger and is itself up for sale.
Furthermore, the parties intended for home ownership in the bar "United States" would also be resold and the DPOs would keep the parties leasehold.
Thus, the DPO of Fontainebleau retain ownership of 46% of the area ...
Of course, we immediately raised concerns about the sale because we do not want this domain "falls into the hands of unscrupulous slumlords" who do rehabilitation different from the rest of the project!
Mr. Videau assured us that the resale would be only on condition that the buyer agrees to comply with the rehabilitation project concluded with the municipality.
As Mayor, Mr. Frederick Valletoux, he also wants to ensure full compliance of licenses to be issued.
However, the DPO does not want to sell at a loss, we are very pessimistic about their chances of finding a buyer quickly and we believe this issue is far from over ... We are still waiting for building permits that are still in training and that we can see that their delivery expected around the end of the year.

FIXED IN CHICAGO STREET PARKING CARNOT (Continued)

After installing the fixed staggered parking Rue Carnot, we could raise some problems and got involved with the services of Highways to find solutions quickly.
Indeed, Rue Carnot being double meaning, it is virtually impossible for two cars to pass each other in some places without climbing onto the sidewalk. Mr. Delabie, Head of the Municipal Police and Mr. Poitevin, Head of Highways, were able to see firsthand during a visit with our Association.
We suggested to the rue Carnot one way to solve the problem but a global circulation of the district is under consideration, this can be done immediately.
the end, the Roads Service has decided to reduce parking spaces to facilitate the crossing of two vehicles. It is hoped that motorists respect the markings and so we have requested a greater police presence in that street.
A standstill "has also just been installed on the Place Milosz to allow parents to leave their children without obstructing traffic.
Finally, a plot will be installed at the intersection of St Merry and rue Carnot to avoid a vehicle parked at that location and obstructs the visibility of those who wish to turn rue Carnot.

WEAKNESSES OF THE PROPOSED REHABILITATION OF THE VILLAGE OF Faisanderie.

At the meeting last May 27 between the DPOs of Fontainebleau and the inhabitants of the bars of the Pheasant, everyone could voice his opinion on various topics.
, architects who want creative, but not always functional, have noted the grievances of the people experiencing problems in years of discomfort and insecurity in those buildings. On
the interior apartments, it was not planned pantry, cellar or room for bicycles and strollers, to ensure that people use their balconies as storage. In addition, some apartments originally equipped with a "good room" that can be used for storage, will have more enjoyment because of the extra room will be removed during the repair of bearings.
As for the outdoor, facades retain their current appearance more clean and the balconies will be renovated and will retain its appearance reflected the mesh leaving various objects and various accumulated lack of space.
We therefore hoped that the architects reconsider the problem of pantry or cellar for each apartment, and they offer a cover for balconies, see another model in order to guard the privacy of tenants and aesthetics of the area.
We are still somewhat disappointed by the desire to preserve the original appearance fronts as new technologies offer alternatives more attractive and without damaging the building. Thus, some residents had expressed the idea of a green wall covering flint, like Branly Museum Paris, which is in perfect harmony with the forest that surrounds these buildings ... And we're still waiting for proposals covering the fireplace located on the bar "Canada", because after its compliance with standards that should be done for school, we are concerned about his final appearance to hide the "pipeline" before our eyes now!
As for the distribution of housing in particular, the presence of shops on the ground floor bar "Great Britain" and "Canada", residents have expressed reservations about the type of businesses allowed. It was clearly understood that they wanted in any case flow drinks or fast food for obvious reasons of nuisance with proximity to schools. Among the various proposals, it was hoped the presence of a pharmacy, a press office service and a launderette (very useful for residents and student housing) ... Moreover, the idea of creating a nursery does not unanimous because the installation of the school "Le Roseau" proved that coexistence between houses and a school was not compatible.
As for parking, we liked the idea of two underground garages in order to limit the presence cars surface, but we find that 380 parking spaces for 358 dwellings will not insofar as the average of two vehicles per household. Besides, the parking problem "wild" at the foot of the bars was again discussed and the people wanted a system that privatized the field (gates, bollards ...). On the other hand, the presence of a keeper staff housing on site, was asked to monitor the premises and the maintenance of common areas that are often cleaned by the tenants themselves ...
Finally, the major concern of the current tenants of the bars is their removal and rising rents. Mr. Videau said that moving costs would be borne by the DPOs and a redistribution of housing would in most logical namely a distribution of areas based on actual needs of each family. Thus, everyone can claim a larger home or smaller with a suitable rent. However, it is not possible to consider a second move to return to his old apartment ... Mr. Videau said a study on a "case by case" would be to meet the tenants and we want strongly to meet its responsibilities.

27 MAI 2009, AND PRESENTATION OF THE DRAFT Faisanderie

May 27 last, a meeting organized by DPOs Fontainebleau and chaired by Mr. Videau, took place at the Lycée François 1er. This meeting for the tenants bars Faisanderie was to present the project to rehabilitate the whole area.
Our association was invited to this meeting to represent the tenants and members who could not be present.
We were able to interact with architects Cabinet Eliet & Lehmann to present our views on some aspects that we thought were important to the success of this rehabilitation.
The planned work on communal areas are: Change
-lifts and disabled access to all floors.
-Complete repair of ducts and networks (gas, water, electricity, heating) Complete re-
halls and floor levels.
The planned work in homes are:
thermal-insulation liner inside
-Rebuilding of all ducts, doors and partitions (only the structure is preserved)
-Rebuilding of all soils acoustic treatment
-Rebuilding of all paintings
-Rebuilding of all networks (Water, gas, electricity, drainage)
Only heating the ceilings is kept
-Rebuilding of all health
It remains to specify replacing windows and installing external blinds.

In this project, the architects wanted to make these buildings conform to the standard BBC (Low Consumption Building) through the work of insulation, solar hot water heating and biomass.
The early work is planned in the first quarter of 2010 and their duration would be 25 months to process all four bars.

Wart Like Thing On Side Of Knuckle

STORE "FRANPRIX"

is next September that will open a grocery store "FRANPRIX" at 86 rue de France (site of the former dealer Toyota).
Some residents are worried about the nuisance that can make the presence of a large commercial space in a neighborhood saturated by traffic and parking problems. We contacted the City Hall and the business manager of the new store, Mr. Diquélou and they have assured us of their greater cooperation in order not to disturb the tranquility of this neighborhood. Thus, shipments can only be done between 9 and 12 in accordance with bylaw effect on the delivery location provided for that purpose before the store entrance Rue de France.
St Merry Access will only be reserved for small vehicles that are used to home deliveries. We arrested Mr. Diquélou on access issues St Merry and have strongly advised him to provide a ground marking in order to maneuver without blocking traffic.
On the back of the building that adjoins the gardens of some residents, it will remain a repository of cars as before.
This trade is for the local clientele, the flow should be pedestrian only and does not generate a flow of additional cars. The installation of this business is responding to a request from the district, which previously only had the center for supplies.

FRANCE STREET REHABILITATION PROJECT OF THE VILLAGE OF Faisanderie

It is during this month of May, that building permits for the rehabilitation of the Faisanderie bars, will be deposited with the services of the City of Fontainebleau.
We can not consult them before they are issued in July or August and we hope that the choice of this summer where Bellifontains go on vacation, will not one more obstacle to our efforts ..!
However, the Cluster of Local Democracy Town Hall, assured us that a meeting between elected officials and local residents would take place before the end of June to brief us on the project.
This project was submitted to our Association by Mr. Videau, Director of the DPO in Fontainebleau, which has tried to respect the POS current to avoid any recourse against the building permit. His approach seemed to us because he sincerely believes in his project and really want to make the most of this site.
However, we would have said that we did not want a pardon made in the pretext of the urgency to return quickly to a site where now the DPO is losing money. We have already made the sad experience of the work done urgently as the fireplace or the installation of the school "Le Roseau" on which we are now in litigation with the DPO. So we want a quality rehabilitation to offer its citizens and residents, quality of life! We also made the same speech to our Mayor Mr Frederick Valletoux at a meeting at City Hall and Mr. Grandjean (Member of the Opposition) met during a "coffee discussion" about the future of our neighborhood .
In this project we also deplore the aesthetics is not a priority because these bars keep their frontages clean and more sad and latticed balconies that allow new and more exposure to the sight of all, various objects and varied.
We were hoping for a complete makeover of these buildings but they will not!
As for the ground-floor buildings, they will attract businesses and on this point, we issue already a few reservations because we fear nuisance to the neighborhood (Traffic flow, parking, noise ...). We shall discuss together with the municipality because our neighborhood is primarily residential, close to downtown and shopping areas, without having to know the cons ... In addition, we are not certain that these businesses can continue to see and want to avoid enclosed areas that could fall prey to vandals. (Eg ferns Avon).
We welcome your views on these issues and invite you to express yourself on the website of the City of Fontainebleau, so that our Mayor is informed before giving permissions.

Red Wine Can Make Stool

The SCHOOL "THE REED" AND THEN END!

After several exchanges of correspondence with local authorities regarding our concerns about security of this school, we have finally received a response from the new Sub-Prefect Philippe RONSSIN. The latter informed us have requested the Director of DPO in Fontainebleau, in order to take all steps to ensure the safety of children.
Moreover, a municipal decree of December 5, 2008 rendered enforceable December 8, 2008, request that the closing of the court be moved to the balconies of dwellings do not overlook more. We regret that to date nothing has been done and that children continue to play under these balconies ...
However, we have just been informed that the Board of DPOs in Fontainebleau has decided not to renew the lease to the school when it comes to an end, June 30, 2010. Hopefully no incidents to mourn during this second school year as we remain convinced that the premises are not suitable to receive a school. We are still happy with this decision because we thought that this might become interim final ..!
We now hope that the school "Le Roseau" will find good accommodation for the start of September 2010 in order to better fulfill its educational mission.

FIXED IN CHICAGO STREET REHABILITATION CARNOT

After a meeting between officers of our association and representatives of the Town Hall (Miss Frandeboeuf Service Local Democracy and M. Poitevin, Assistant Highways), please note that parking fixed staggered along the length of the Rue Carnot is scheduled from 14 April, when work will begin by pre-marking. The plans were presented to us to show us the future locations for the parking of vehicles and a copy of the plans is available to our members at the headquarters of our association.
We know that such parking will not satisfy everyone, but it remains the only way to break the speed in an area frequented by 4 schools. However, we have proposed a change in direction of movement with the one-way street Carnot, for we are convinced that the double meaning with staggered parking will be difficult to handle at peak times.
City Council has studied the problem, she said this was quite feasible in keeping the two-way traffic, since the spacing between the parking spaces will be calibrated to allow a free flow of traffic. We shall use this choice if it was wise ... In addition, we made a reservation for the parking space provided to the No. 2 rue Carnot, because we think it can be a pain for the visibility of vehicles arriving on St Merry and wishing to turn right engage rue Carnot. The service road will reconsider this issue, either by removing the spot or putting a double stop.
For those wishing to view the plans on this blog, future parking spaces are indicated by red rectangles with a number corresponding the number of possible locations. The triangles symbolize the driveways and boats of houses, the latter being indicated by blue numbers corresponding to the address of local residents. Click on map to enlarge.

BAR, IS IT FOR TODAY OR TOMORROW?

Regarding the rehabilitation of the bars, we still have no certainty about the date of the work. In fact, Mr ROGER VIDEAU and wish to file building permits in next May and hope our mayor endorsed Mr. VALLETOUX.
Moreover, the loans necessary for this operation must be guaranteed by the CCFA Community (Common Fontainebleau Avon) which our Mayor is obviously one.
It seems that now everything depends on the Mayor of Fontainebleau to the situation that is released ..
Meanwhile, as we pointed out to the leaders of the OPAC, families live in these buildings without comfort, without security and no maintenance, while continuing to pay their rent.
We hope the situation changes quickly in order to restore the entrance to the city and their inhabitants, dignity!
